In October 1995, Online Computer Library Center (OCLC), the Göttingen State and University Library  (SUB Göttingen), and Gemeinsamer Bibliotheksverbund (GBV) came together to form the REUSE project in order to improve international bibliographic compatibility.
The cooperation has raised the awareness of the possibilities and problems associated with the issue. Here semantic, syntactic, and structural aspects of complex problems get mixed and in turn tie into cataloging rules, transport formats, and data models. Out of the various scenarios for the use of data there came a number of complex questions. These came about because of the efforts to improve international bibliographic compatibility and led to positive effects. Here we see that attempts to solve compatibility problems will always be condemned to failure when they simply deal with a single problem area (as REUSE itself in part attempted). All parties involved agreed that there is a great need for further studies as well as for the continuance of the activities begun in REUSE.
